January 2009 Spotlight, "Ontario Expert Commission on Pensions’ Final Report Supports Strategies for Managing DB Pension Risk"
Abstract
The Ontario Expert Commission on Pensions (OECP) recently released its long-awaited final report, which includes 142 recommendations related to pension plan funding, governance, reporting and communications. Many of the OECP recommendations are proving to be very controversial from the perspective of single-employer pension plan (SEPP) sponsors. For example, the viability of a self-supporting pension benefits guarantee fund, immediate vesting of all pension benefits, mandatory pension committees and mandatory indexation in "emergencies" are all potentially problematic for SEPP sponsors. However, some of the recommendations are supportive of strategies for managing defined benefit (DB) pension risk. This Spotlight presents an overview of the implications of only those OECP recommendations that could support DB pension plan "de-risking," if they become law. This Spotlight also discusses how employers may want to respond to these recommendations in comments to the OECP.
