November 2007 Bulletin, "2008 Assessments Under the New York Health Care Reform Act"

Abstract

The New York State Department of Health has published the covered lives assessments for 2008 under the New York Health Care Reform Act (HCRA). All of the 2008 assessments are slightly lower than the mid-year updates to the 2007 assessments.

Covered lives assessments are surcharges that payers (i.e., self-insured plans and their administrators, health insurers and managed care organizations) must pay for health plan participants who live in New York State.

This Bulletin provides some additional background information on covered lives assessments, and also includes a table showing the 2008 covered lives assessment rates for counties, grouped by region.
